It’s severe hypothyroidism in a child (due to lack of dietary Iodine in the mother while she was pregnant) resulting in severe growth/brain retardation. Cretin means Christlike (French for chretien). Back in the day, ye olde medieval tymes, they considered kids born with Cretinism so mentally retarded that they were incapable of sinning, thus they were like Christ.
